I would suggest this: write a letter with all the information you know about her and send it to Social Security in Baltimore, MD with a request to forward the letter to her. Normally it takes having the Social Security Number of a person in order to track them, but there is also a problem of the privacy act—and that’s why I do not think that even a private investigator who charges lots of money would be more successful than this approach. Social Security is slow, but there is a chance of actually finding her, via forwarding a letter to the person. If you want to try it, I have provided the link for you below.
