In Scotland and Ireland will I be able to charge a camcorder battery with the three prong plug?

I’d be careful. Not ever going there but i think they are 230 volts where in the us it’s 120 volts.
If the power supplies say 100-220 V AC, there is nothing to worry.
Rubbish. I’m from Scotland and have used battery chargers many times when visiting other countries. As long as you have the correct adapter plug you’ll not have a problem.
