What are some universities in England or Scotland with really good Music programs?

I live in California and am a senior in high school exploring college options. I am a beginner in music but still want to pursue a musical career and would like to study in England or Scotland although i have financial problems and still need to look into getting a passport since i have not traveled much at all.

Good universities require great grades, so if you are a beginner it might not be a great plan to study it at University. However, Oxbridge universities (Cambridge and Oxford) offer fantastic music courses, especially the former.

Better get a passport sorted first though!
