What Are the Seasonal Temp Variances Between Winter in NW PA vs Scotland?

May be sending my senior parents to Scotland for their 50th and want to know what to expect for a climate. "When" we send them will depend on factors such as climate. I know each coast is different as well as how much sunlight and the obvious temp differences. If someone was going to go to Scotland via a tour group, when would be the best time to go?
That’s is an "adjective" to let the "smarter" users know that my parents aren’t 40 or 50 but over 65.
