What are the top universities in Scotland and England?

I would like to know what the top universities are in Scotland and in England (Manchester, to be precise).
How much it would cost and how safe the place is. (:

    Why not participate in a Student Exchange Program? That way you won’t have to pay for the tuition fee etc.. lodging would be the problem but you could always find people to room with. I know someone who went to Australia and roomed with 5 other people who were also participating in study abroad programs.

    If not then you better be prepared to pay at least $45,000[notice its US dollars.. you need to convert this in Euro].

    It depends somewhat on what you are planning to study. I’m not very familiar with universities in Manchester, but the top university in Scotland is the University of St. Andrews. St. Andrews is extremely safe (when I lived there 2 years ago I could walk home alone at night and feel perfectly safe). Unfortunately, it is also on the pricey end.. for 6 months I paid about $23,000.
