What Is the Best Way to Travel Around Ireland and Scotland?

I thought of doing a paddywagon tour but heard that they were very bad in terms of grotty accomodation etc….the other tours I’ve seen are way outside my budget, nor do I want something that is only about drinking and partying…
Now I am wondering what is the cheapest but safest means fo travel – is there a hop on hop off bus of south Ireland and Scotland? or a train?
